New edition of 'The enforcement of planning controls' by Jim Little

Jim Little is a consultant specialising in Planning and Electoral Law. He is a former barrister and held senior positions in local government administration for over 17 years. He is the author of 'Planning Controls and their Enforcement'. A new edition of the book was published last year with a foreward by the Right Honourable Lord Justice Schiemann. Some excerpts follow:

'The merit of this book is that the newcomer to planning will find in each chapter some guide to the basic legal concepts, whereas the seasoned practitioner will find a treasure trove of summaries of cases which have enough detail to enable him to decide whether it is worth his while to look up the reports cited. ' These words from the foreward which I wrote to the last edition in 1992 remain true.

'Surveyors and lawyers frequently have clients who have development projects and want to keep within the law. They want to know the legal framework within which they must operate. In enabling a practitioner faced with such a report to apply his mind to its planning aspects and to identify the main hurdles and traps for his client within a reasonably short time this book performs a valuable function - which no doubt is why it is now in its seventh edition'.

'The present edition is larger than its predecessor because there has been much further legislation and litigation in the field of planning which is cited. Mr Little has produced an amazing compendium. It is not a book designed to be read from beginning to end. It is a reference book in which one can easily find the relevant statutory, regulatory and case law environment which govern the area in which one is currently interested'.

Jim is also co-author of a standard text book on the Law of Elections and has regularly lectured on the subject to local government electoral officers for the past 20 years. He also lectured on Planning Law at Anglia Polytechnic University for seven years.
